If you enjoy gathering shellfish along the California coast, it’s time to press pause. The California Department of Public Health (CDPH) has issued a seasonal quarantine on recreationally harvested mussels, effective May 1 through October 31, 2025. This precaution covers all coastal areas from the Oregon border to the Mexican border, including Los Angeles County.
The reason is the seasonal presence of marine biotoxins, such as paralytic shellfish poison (PSP) and domoic acid. These toxins can accumulate in mussels and other shellfish and are not destroyed by cooking. Consuming them may lead to serious illness. The quarantine is issued under California Health and Safety Code Section 131056 to help protect public health.
Do not eat mussels gathered recreationally along California’s coast during the quarantine period. This does not apply to commercially harvested shellfish from certified sources, which undergo frequent safety testing and remain safe for consumption.
Mussels may still be sold or used as bait, but must be clearly labeled:

Health Symptoms to Watch For
Paralytic shellfish poisoning (PSP) symptoms may begin within minutes to a few hours after eating. Early signs include tingling of the lips and tongue, followed by loss of balance, muscle coordination issues, slurred speech, or difficulty swallowing. In severe cases, muscle paralysis and death from asphyxiation may occur.
What About Clams and Scallops?
If you’re harvesting clams or scallops, discard the digestive organs or any dark parts before eating. Only the white meat should be consumed. Avoid collecting from areas near chemical runoff or sewage contamination.
